Residential care
From 1/10/97 the Commonwealth Government discontinued funding the construction, development and renovation of residential care facilities, through direct grants. Instead they approved the utilisation of Accommodation Bonds and Accommodation Charges levied on all new residents, to establish a pool of funds for Service Providers to use in constructing and maintaining buildings, furnishings and infrastructure.
Note: The inability of individual applicants to pay an Accommodation Bond does not preclude them from admission.
Low Care:
a) The level of accommodation bonds payable:
Accommodation Bonds are based upon the assets of the resident. The family home is excluded from these assets if:
- A spouse or dependent child is living in the home
- A carer or close relative has been living in the home for the past five years and is eligible for a pension or benefit
The level of Accommodation Bond is set so as to leave the resident with at least $31 500.
The level of the Accommodation Bond is negotiated on an individual basis.
- All negotiations are confidential
- Once an amount has been agreed upon, a contract shall be signed within seven days of entry into Glenview

It is advisable that the level of the Accommodation Bond be determined prior to entry.
How much of the Accommodation Bond is retained by Glenview?
The amount of the Accommodation Bond that is retained by Glenview is determined by the following:
- The amount of the Accommodation Bond paid
- The length of the resident's stay

The amount of the Accommodation Bond paid:
Bond: 0 - $ 16 500
Maximum retention: Maximum of $8250
Bond: $16 500 - $31 860
Maximum retention: 50% of the Accommodation Bond paid
Bond: $31 860 +
Maximum retention: Maximum of $15 930
The retention fee can be drawn down monthly.
The minimum length of the resident's stay:
If a resident stays less than three months, Glenview will charge a fee equivalent to three months of retention. If the bond is unpaid, interest on the outstanding balance will be charged. The interest rate is the Treasury Note Yield rate. Retention and interest are chargeable from day one.
The maximum length of the resident's stay:
The maximum that Glenview can retain is $15 930 or $265.50 per month (known as the retention) and this is if the resident stays at Glenview for five years or longer.
For example: Mr Smith pays an Accommodation Bond of $70 000 and leaves after 16 months. Glenview will refund $65 752, i.e. $70 000 less 16 x $265.50 = $65 752.
How are Accommodation Bonds to be paid?
Lump Sum
Refunds
Glenview will refund the balance of Accommodation Bonds within two months of the resident vacating or seven days, if transferring to another Home, the balance of the Accommodation Bond will be paid directly to the new Home.
b) Care fees
The daily care fee is subject to a means test and varies with income. The minimum is $29.25 per day for a resident receiving a full pension to a maximum of $86.95 per day for a self-funded person with an approximate income of
$77 873 per annum. This fee is on a sliding scale between these figures. Centrelink or the Department of Veterans' Affairs will assess fees.
There is a requirement, on acceptance of a bed, to pay two weeks' fees in advance. This payment will be offset against fees payable.
At the end of each month, residents are billed for the next month in advance, i.e. your July account will be for fees payable in August.

- Cash/Cheque (weekly/fortnightly/monthly)
High Care
Residents assessed as High Care and who possess assets greater than $31 500 will be required to pay an additional daily fee, called an Accommodation Charge, calculated on their total assets.
(a) Care fees
The same fees apply as for Low Care.
(b) Accommodation Charge
A daily accommodation fee is payable, up to $16.63 per day, dependent on an asset test, as follows:
- Residents with assets less than 2·5 times the annual pension (20/03/2006 - $31 500) Nil
- Residents with assets between $31 500 and
- $48 874 - Sliding scale up to $9.52 per day
- Residents with assets between $48 874 and
- $61 850 - Between $9.52 and $16.63 per day
- Residents with assets greater than $61 850 - $16.63 per day
Assets are assessed on the same basis as for Low Care.
Respite Residents
Respite accommodation is available in both Low Care and High Care. A booking fee of $100 will be charged and is payable prior to entry to Glenview. The fee is refundable, in full, where at least seven days notice of cancellation is received or where cancellation is due to the resident's hospitalisation, permanent placement or death.
Where less than seven days notice is given, the booking fee is retained by Glenview. If Glenview is able to fill the vacancy, the amount retained will be adjusted accordingly. The booking fee paid is of course, offset against fees payable.
If the respite stay is less than two weeks, the full amount is due on entry. For respite stays of longer than two weeks, the full amount is payable prior to departure.
